While they had planned on making a genetic monstrosity as a Pokemon and had a design for it, Mew wasn't originally intended to be seen in-game. This was pretty much the whole Zen Trio scenario long before they were a thing, with Mew being in the same position as the Original Dragon (something that wasn't ever supposed to be seen or catchable, just referenced). They weren't relying on Mew's design to make Mewtwo, but rather, it seems they may have designed Mew AFTER Mewtwo was finalized.

Mew was copyrighted even before Pokemon. They just decided to have Mewtwo in the game and Mew as the super rare Legendary to end all Legendaries.
