I'm betting it's a combination of business moves:
>Cost savingWhile it is technically easy to port the new mon over, you still have to consider any stat tweaks, applying new moves/abilities/items, making sure all the proper items carry over and are attainable in the game, etc. All for a feature they probably felt not enough people used (as in their opinion, not actual hard data or anything unless they were tracking that somehow).
Cutting it out entirely just saves them whatever little time and money they can get away with here.

"Can't get your bro in S/S? Well why not put them into "Mobile Game #5" or "Spin-off Title" where they ARE available?"
It creates more of a draw for people to go to the other games in a really shady/dickish way.

They likely want specific Pokemon to stand out more and others to stand out less, so the cut lets them be more strategic in a marketing sense with which Pokemon may become more profitable.
