We know they are.
It's like people forget after X/Y, they stated that all the cut content that people found strewn about the game was because they were focusing on "the next generation".
The battle frontier was cut, and people assumed it was because they were putting everything to Sun/Moon.
Then Sun/Moon came out, and people found a fuckton of cut content in that as well. Ultra Sun and Ultra Moon used some of that content to a piss-poor degree. GF again claimed it was because they were rushed for time, as most of their developers were working on the next game.
Now Sword/Shield looks like hot garbage, and we hear the explanation that they're all working on Town. The next game.

GF got too incompetent and lazy. They thought, since they could always blame "the next game" and get a free pass, that they could become complacent. They got too relaxed in it all.

If XYsider’s claims are at all valid, Game Freak seems to consistently bite off more than they can chew. This as well. I dont play the new games anymore because I got tired of receiving unfinished games. I pirated USUM and it was the best decision I made. Got the rom here by that leaker LordZuko

If anyone played USUM, you could see that in some points, the game referred to you and your first pokemon like in HGSS. Some dialogue bits, the cutscenes where Hau starter follows him, the little animation of him throwing his hand instead of a pokeball and his starter getting into battle, the cutscene in the pokemon league where your starter pops off the ball and look at you, the fact that you had pokemon in overworld that you could interact and they would slowly walk with you and of course, all the pokemon having walking and following animations in the game data. Its inexcusable how they made all that and scrapped in the last moment. You dont make all that effort if you cant release at time. Its like they dont plan it at all.

The same thing happened with walking Pokemon in BW2. People seem to see your starter, nearly all the sprites are there, and you can even walk a Mienfoo in one house in Humiliau city. But of course, nothing ever came of it.
