How young is too young for Pokemon?

>have little sister
>she gets Lets Go Eevee
>occasionally asks me for help reading what NPCs say
>understandable, kids her age are still learning to read
>also asks for help with getting to the next area
>i'll take her to the start of the route/cave/whatever she has to go through, and explain that she has to go through it and come get me when she's done if she needs more help
>5-10 minutes later, she comes back and has somehow managed to walk in the complete opposite direction into the town she was just at
>i take her back and explain which direction to go
>comes back again, i eventually just take the switch and walk her to where she needs to be
>look at her team in combat
>eevee is low 20s, everything else is high teens with maybe one 20
>in an area where everything is in its mid to high 20s
>also asks for help with battles, since she doesnt grasp types and which moves are more powerful
>go to heal one of her pokemon that is super effective
>see she has no potions
Is my sister just retarded? Or do kids need to hit a certain age before they can properly play Pokemon
