Banned. The current tradeoff with Volcarona is that it's strong with few counters and many strong matchups, but requires a lot of support; taking away that drawback while also making it immune to Toxic, letting it run Life Orb for free, making it harder to put into priority/scarfer range, etc. would be too much.

So is Huge Power or Wonder Guard. Doesn't mean just slapping them on a Pokemon wouldn't be a massive change in its viability.
Magic Guard isn't a simple change because it fundamentally changes Volcarona's playstyle, checks, and counters (specifically, it wouldn't have any reliable checks or counters anymore).
