Fog is only a weather condition in some Sinnoh caves. There is no move that creates that weather, so it wouldn't make sense to make a Castform form for it.

because it would have needed to either not take damage from sandstorm despite being normal type, or change its type when it changes forms, neither of which gamefreak knew how to do in gen 3.
