If your opponent has a Pokemon with a type that beats your phaser, then you can’t safely phase them.
Let’s say your phaser is a Water type, if your opponent has a Grass type or an Electric type (or has Pokemon with that coverage), your phaser is going to be useless against it.
Even in the best case scenario (against a competent opponent), where you predict that they are 100% going to Dynamax, you get hit once switching in, and then hit a second time since phasing moves have negative priority.
Do the people who say “but you can just do X” realize that their opponent can Dynamax at any time for any Pokemon? Literally the best solution is Dynamaxing to beat the opponent’s dynamaxed Pokemon, and even then, they could have another set up sweeper in the back that your team otherwise can’t wall or beat.
