i think the reason why gen 3 hoenn was best because they didnt try to push those go awful gen 1 pokemon onto you and actually let you play with new pokemon

But gen 3 did push gen 1 pokemon with fr/lg, half the appeal was being able to transfer mons you couldn't get in ruby and sapphire

Now black and white is a good example of starting fresh because literally the only pokemon available were gen 5, until post game. That idea I like a lot. Better than never allowing you to transfer.

But Magikarp and Tentacool were still everywhere, just like Zubat. Hoenn had so many new Water types but almost the entire game you just see Magikarp, Tentacool, and Wingull.
