Slugma is reserved for the Kanto post-game in a few late-game Kanto routes that you would probably just steamroll through without going through the encounters. (And Slugma is a day-only encounter in Gen 2 iirc.) The only noteworthy trainer to use Slugma or Magcargo in Gen 2 is Blaine, but you would have a fully powered team and would steamroll him by then. Nobody noteworthy uses Corsola iiirc, and Corsola is a Pokemon you have to actively seek out by fishing (and only in the day-time).
