Because vairety in the type. All ghost type are ghosts, all rock types are rocks, all flying types are birds (with exceptions) but water type can be a variety of animals such as every water starter.

It’s because it’s EASY. Simple as that. It’s easy to be inspired to create a water type Pokémon almost as much as a Grass type Pokémon. It’s self explanatory, the variety of swimming animals is all there.
