It's not hard to put new models over old ones. The hard part is making the game understand you've added Pokemon at all.
Their code infrastructure likely isn't built to just let you say "total pokemon + 1, make new Pokemon with this model, animations, attacks, stats, etc". On the development end they likely had that setup, but in the final packaged game that's gonna be something WAY harder to hack in.
