Because team Plasma no longer exists, hes got no good reason to travel to Galar. Hes got his pokefriends at home and he realized he can't just force trainers or pokemon leave eachother. In short he'd be fan service at best filler at most.

But hes not? I won't say he never is, but it's not as overwhelming as you might think.

Look at the most recent card set. Reshiram and Zekrom got a tag team card. N is on it perched on Zekrom's shoulder.

Probably because they didn't know what to do with him. Colress always wanted science stuff so they can play around with that and Ghetsis was brought in because every villain was. I've always believed Reshiram fits more with Hilbert because it looks more angelic and you're trying to show N the truth, while Zekrom fits with N because he's such an idealistic person and Zekrom has a more "evil" look.
