I'd argue that Xerneas is the closest thing to a God in the pokemon being that he isn't even one but an avatar for a tree which itself is a mere embodiment of both literal life and the concept.

He is nuts powerful but anything his sphere and hes a limp noodle who can't do dick. Thats why I think there a pantheon of gods in which Arceus could be said to one of them, his sphere being creation not omnipotience but just act of bring something new into being from nothing.

Pokemon will allow themselves to be caught if they deem the trainer worthy, the only ball that doesn't follow this rule is the Master Ball. The Pokemon MCs are prodigies and a being like Arceus would be able to recognize that.
Also, it's probably not actually THE god. Most likely a representation of it sent from some higher plane of existence to govern a Pokemon universe.

We could assume that Arceus's powers are not as far reaching as one might think. He can do things Dialga does but better but he cannot just instantly destroy the Dark Matter. It's also feasible that due to the nature of the Dark Matter he actually could not affect it in anyway. Then there's the possibility that creating the world drained him of strength. He has recovered enough in the far flung future of EoS to help but not in the current day.

Forest spirits basically are the embodiment of life and death, birth and renewel both in reality and in concept in Japanese mythology. That is the basis for that pokemon just as Kitsunes are the basis for Ninetails and their insane powers.

In the main games Dialga or Palkia have no problem to erase and recreate as many universes as they want, and Arceus created a new timeline as if nothing in HG/SS (recently confirmed on the Japanese page).

No, not in games, Arceus doesn't need the plates for anything, moreover, the event of Arceus in HG/SS, Arceus can't carry the plates to activate it, also the plates were born after the reality was created, not directly from Arceus like the Creation Trio or the Lake Trio.
