I'm not talking competitively, but just based on the lore. The legendary trio created everything alongside the literal God of the entire franchise, Regigigas moved the continents and created the Regi trio. Also, Giratina was banned form the main world for being too violent. Darkrai can make you sleep forever if not for Cresselia. The lake guardians are the reasons humans and Pokemon aren't just mindless zombies and they can also control Dialga and Palkia who basically control everything since nothing to our knowledge exists outside of both time and space.
