All we have is a myth with no corroboration. We can't say. Before you assert that all myths are true, there is plenty of lore that is not evident in the games. Evolution doesn't work by the breeding mechanism in pokemon. The closest analog is horizontal gene transfer, which makes ancestry impossible to trace and thus doesn't count as evolution.

Most likely, yes. Either they evolved as an offshoot of a Pokemon (and if it that is the case I wonder which one) or they were created separately from Pokemon from Pokemon by Arceus. But considering the books in the Canalave library it's probably the former.

Considering they are both on the same planet I'd say its a safe bet that at most most share a common ancestor with man but not with some like Porygon, Deoxy, and maybe even clafairy who is said to be alien.... but also intermingling with terrestrial pokemon so how true is up for debate.

If people breed which they do, and have mutation which know they do, evolution is in play even is there is no correcting mechanism which there actually is and there is definitely a form of natural selection going on.

How could regular biological evoluiton NOT be happening in pokemon
