Don't put words in my mouth. I didn't call them evil guardians. If they WERE Malevolent, then they WOULD be Dark Type. They're not evil, they're just assholes.
Tapu Koko is a fickle bastard who will ignore people in need if it feels like it (though he's arguably the nicest of the four). In the anime, he even completely abandoned his island to die in an alternate dimension when humanity ended up polluting it too much: while leaving mankind to die at the hands of Guzzlord would be justifiable, letting all of the innocent pokemon who did nothing to deserve this fate die with them is not.
Tapu Lele would get entire armies to never tire so that they would literally kill each other and wars would end with no fucking survivors (this is from the jap translation of it's page back when S/M were new games iirc). It's also literally stated to be cruel in the pokedex, and in that same entry stated to feel no guilt for anything it does.
Tapu Bulu is a lazy bastard who will uproot trees if it feels like it and completely bulldozed what amounts to a fucking Walmart simply because he didn't like where they built it and destroyed an entire town for reasons unknown. He's also the only Tapu not shown fighting the Ultra Beasts, so he very well might not have actually defended his island from them since he's so god damn lazy.
And Tapu Fini is willing to help humans who desire it's aid, provided they survive the life-or-death situations it puts them in, and will trap them forever to wander in mists if they can't endure the pain or guilt of seeing a deceased loved one again. That's a pretty horrific and torturous way to trap someone for all eternity, to force them to relive their traumas.
However, the Tapu are not evil. This is the POINT. They're fairy-types because they are not Evil. But they ARE very chaotic, cruel and wild by nature, living by their own rules and doing as they please. They are not malicious but they sure as fuck aren't nice.
