When it evolved the bones merged with it giving birth to Cubone - new born species that inherited crybaby character but does not actually lost mother. History goes as urban legend making into Pokedex. Now in Safari zone you can find only female Kangaskhan. It doesn't prevent them to breed, Pokemon always inherit species after mother after all, but male babies can't grow to full adults anymore.
