See, this on its own isn't damning. It's not good, but it's not like you can't improve that.

It's a combination of Grass being a bad offensive typing and Abomasnow having terrible speed.

Grass STAB isn't even bad in this context; it has some decent moves, covers one of Ice's biggest resists in Water, and you can cover the two types that resist Ice/Grass with Earthquake. The problem is that you always have to play 'guess the switch-in' since even defensive mons will often outspeed you and hit super effectively.

Abomasnow's biggest problem is its stats, not the typing. Shaymin Sky forme has an awful typing but does well. Abomasnow has garbage stats normally and becomes slow fodder when Mega. If it had Weavile-like stats then it would be better.

Depend of the pokemon, a fast sweeper is better with some resistances to be able to switch in on a resisted move, force a switch and boost itself after that his weaknesses aren't that relevant if you outspeed everything else. Meanwhile a bulky pokemon is better with few weaknesses, Chansey being the prime example

Sadly there’s not really much you can do without buffing its BST or changing some type matchups. Here’s the best I could do
HP: 90
Atk: 92
Def: 90 (+15)
SpA: 102 (+10)
SpD: 100 (+15)
Spe: 20 (-40)
I honestly only have a problem with nasty plot, and give it all the other moves you mentioned. I would also give it earth power, mainly for doubles, since it would like to have a stronger ground move that doesn’t hurt your partner
