Think of it like this: Most Psychic and Ghost types have lower Defense than they do Special Defense, so a Shadow Punch or Shadow Claw from a physical Ghost are actually doing damage on par with, if not more than a Shadow Ball from a special Ghost.
This is just a generalization, though. Obviously not all Psychic Pokemon are physically frail and certain special monstrosities like Blacephalon can still out-damage weaker Ghosts. That said, an Iron Fist Golurk, and a good number of other physical Ghosts do more damage with their main physical Ghost STAB to Pokemon like Alakazam, Gallade, the Latis, and Tapu Lele than a Blacephalon would with an unboosted Shadow Ball. Plus they benefit more from Shadow Sneak, and that's always a boon.
