The appeal of a character is versatility is what they know they can do with a character. If not that, then definitely dialog or emotions can throw an idea of a character.

Bea has a theme. Nessa has a theme. Themes that can be played with. Oleana is just some secretary (often a position that is notably sexualized) whose position or duties aren't quite known yet. An example of character establishment was Rosa's resurgence in fanart was because she made a jump from voiceless NPC to somewhat of a defined character enough for people to draw fanart of her again in juxtaposition to Oleana who didn't have anything laid out since the trailer only showed mouth movements with no text.

Basically what I'm saying is she's just a face with nothing behind the imagination at the moment.

She just doesn’t have much appeal at the moment other than looking pretty. If/when more info releases/is shown about her (maybe she’s a seductress, maybe she calls the player babydoll, maybe she calls the player bootlicker) fan artists will get something to work with about her other than just looking generically pretty.
