Pansage is partially based on the three wise monkeys motif (the monkey that can't speak), tea leaves, and also yankees (Japanese word for delinquents). Pansage and its contemporaries were introduced not only to teach a new player in BW about the starter type triangle and type effectiveness, but also serve as the tutorial for stone evolution and the importance of teaching TMs to Pokemon (these three have a surprisingly amount of TMs they can learn).
