You get to pick your weakness and an excellent STAB move for whatever type you pick, along with higher base stats (at the time at least, maybe they need m-Arceus if they aren't gonna just phase megas out) than anything else around. It's not a pushover.

Most plauseable explanation I guess is that the Arceus we get in-game is but an avatar and not representation of His full power, and a weak one at that; intended to be capturable and certainly conscionable to a human (particularly, a child). But that's just head-canon. Likelier explanation is GameFreak didn't think very far about it.

Why does a creator god have to be omnipotent? That may be the case in Abrahamic religions but it's certainly not true of every religion and mythology in the world. Arceus is immensely powerful but still created a pokemon stronger than itself, or that match up well with it.

Legends are banned from in-game battle facilities, and whilst Game Freak have never made the Pokémon games with competitive play in mind (because they don't give a shit), people would simply agree to ban it from that too.
