Maybe to lighten the load a bit, Psyduck/Poliwag coud be pretty commonly found before the Gym, and for the explorers, Wooper can be found very rarely in an out-of-the-way cave.
Of course, even a Geodude could turn this Gym upside-down.
It looks very daunting, but there's always an exploit to be found.
