That's because one of the Pokemon that's more popular than it is its own first stage.

For once, a Grass starter did become the most popular. It's just that it was the first stage and not the final one.

People didn't "expect" Decidueye. They wanted him for the same reason they wanted Sceptile in Smash 4. For the arbitrary reason of having a playable Grass starter.

Even though the return of the Pokemon Trainer nullified that since Charizard was no longer his own character and Ivysaur was back.

I said the UNDOUBTEDLY most popular Final Stage. We have Charizard for Fire; Greninja for Water, but Sceptile is still just one of three well received starters of his gen. Some say Blaziken is the most Popular, some say Swampert and some say Sceptile. None of them particularly stand out.

I'm not saying Rowlet isn't popular. It definitely is the most popular of its line and arguably the most popular of its gen, but Incelowl wasn't so far behind. It's not like a Braixen-Delphox scenario where the pre-evo completely eclipsed the evo. The whole line was well received and Decidueye is often still regarded as one of the best of the gen in most lists. There was no reason to scrap him when we could've finally given Grass starters their shining moment

But Decidueye got shilled in Pokken.
Chandelure got in Pokken because it was voted the most popular Gen 5 Pokemon. Decidueye just got in because they wanted to. They definitely tried to shill it. Maybe not as hard as Rowlet or Incineroar, but it's not like it didn't get anything; it's one of two Gen 7 Pokemon to get in a spin-off game.
