Good HP and Surf + Ice Beam go a long way: surprisingly good for the rest of the lategame. Too bad she started to fall behind in the postgame.
With those jack-of-all-trades stats you really need STAB to do anything, and without recovery and a bad defensive typing you can't really put that bulk to good use.
