To me they just look like the kind of breasts you would give a character in this style who "has breasts." Sure, converted to real life they would be large, but so would her anime eyes. For them to be noticeable at all, they have to be like this, IMO.
I also think a big part of why many people perceive them as very large and some don't is the effect of the shadows under them, which to me don't emphasize the breasts' size as much as they seem to for others.
