Yes. Extremely so. Blaziken's main issues can be summed up as "it'd actually be good if it was just a lil' faster". Speed Boost took that problem and broke it in the opposite direction by making it so fucking fast with such good variety it's nearly impossible to counter.

Torterra was good in NU like a year ago but he's been on the decline ever since. Probably worse than Zard and Samurott, just hasn't dropped yet. Gatr is UU because he's really good on screens.

Typhlosion needs energy ball. It's too slow (base 100 isn't fast anymore) and not really strong and 109 sp attack isn't too great. It's niche is still just specs or scarf eruption.

It doesn't need Leaf Storm, its probably the best starter that doesn't have a Mega or form (even if those starters don't need their Mega or form to be high tier)

It would be better, but I don't know if it would be enough to push Sceptile to UU. More reliably killing Latias and Infernape is nice but it doesn't help Sceptile's 4MSS or its struggles with Fairies, Scizor, scarf Hydreigon, etc.
