They almost never had good mons and the bosses almost never get their hands dirty or publicly expose themselves until absolutely necessary.
It's a similar argument for the asshats that think guns would mean anything in the Pokémon world. You'd be better off with a Caterpie or a Pidgey. They're OP, healable, and versatile.
