You're right, the dex should be filled with hundreds of pokemon that you'll only use for 15 minutes before they evolve. Cutting them would be tragic.

You started with weaker Pokemon and as the game progresses, they evolve

It also solves a problem a lot of monster RPGs prior to Pokemon had; your early game monsters would fall behind and need to be replaced with newer, stronger ones. Evolution alleviates this.
