I think you could still argue it. Dawn isn't officially stated as such in any official material for obvious reasons, so you could probably make the case she wears them sometimes. As a Dawn fan I can say that yes, they do make it pretty blatant in a few scenes and there is no real contrary evidence(the black void is an animation error). But she's not actually real so who knows what the original thought behind it was. Like it could still be an animation injoke or some shit, since you'll never see an official character guide mentioning her wearing none outright.
Fun fact: Many people assume she has a magic skirt or schrodingers panties, but if you watch her closely it's just the lack of panties confusing people's expectations of seeing them. You think the skirt is at the angle for hiding panties perfectly all the time, but there's nothing to hide.
