How the fuck do you counter the goddamn Drizzle Pelipper / Swift Swim Megapert combo? I don't get it. Or just any rain counters.

As a huge rain fag, I can tell you that Gastrodon with Storm Drain, Ferrothorn, and if played properly Mega T-Tar can give rain some trouble. Gastrodon gives me the absolute most trouble when I play. Also consider getting a Trick Room mon so their swift swim bites them in the ass.

also are you playing doubles or singles?

Phys def Ferrothorn/Pex give rain teams trouble. Rotom-Wash completely shuts down Swampert and scarf Kartana scares it out. Apart from that you can put some pressure on them with something like specs Ash-Gren because Hydro Pump hurts like a bitch in the rain even if its resisted.
