It sort of looks like golurk's foot moves up a bit when it turns around, which makes me think that it probably is using its walking animation but it's just too slow to look right at that speed
I don't see why they couldn't have just made it so each pokemon moves at a different speed to match their actual animations

It doesn't exactly. It's very hard to see cause it only lasts a few frames, but he does start taking a step after turning around.

Seems they were programmed like this:
>Furthest pokemon rotates 180 degrees and plays walking animation
>When it reaches a certain point, have second pokemon slide back a bit with no animaiton change, then do the above process
>repeat for each Pokemon till all walk offscreen
Golurk just happens to be the last mon in the set in that webm so he only starts walking when pretty much offscreen already.

When they walk back on screen upon finishing hte job, you clearly see they're all walking.
