You CAN animate in 2d without smears, it just looks better with smears cause they can create a better sense of motion within in-betweens. It became a staple of 2D animation because it was a really good stylistic choice.
And tons of 3d shit uses them, only a LOT of things do it simply by using a motion blur filter of some kind to create a similar effect, allowing the eye to better register speed while still tracking the motion. For 3D stuff, they still use regular squash and stretch to create a solid flow in motion though, as they have done here.
Was it necessary? No. Does it still do what a smear does and help accentuate the snappiness of the motion on regular viewing? of course it does otherwise it wouldn't have taken faggots all this time to notice it and even upon it being shown to them they doubted it until watching the webm over again. They did everything right with it. Her hand motions start slow and arc downwards a bit creating buildup before she snatches her ball and hand upwards very quickly to her chest, with the smear being only like 2-3 frames so it creates a blurred motion while not standing out unless you pause it, then she relaxed her hand and posture a bit as a form of follow through. Coulda been a bit more followthrough for how fast the motion was, but overall its fine.
