my guess is that they either want to reveal it with its evolution for some reason or that it's a version exclusive and they want to reveal it with its version exclusive counterpart.

Some anon said the dark and fairy gyms were going to be version exclusive, with Impidimp being the Ace of both leaders. Could be waiting to reveal that, before officially revealing it either.
