Because they were being crowded out by the crocodiles and other better adapted species, so changed to be giant oceanic things.
That's not too dissimilar to a fire fox being pushed from the fire volcano because there's too many fire mons there, so it sets up shop in the area where it is successful (ice volcano) and eventually changes type.
