I would say grass needs a buff more. Grass is tied for the most types to be resisted by it, as well as tied for the type with the most weaknesses.

it would certainly fix the type but i dont think it'd make more sense than resisting water, which would also fix the type
heck, if they really wanted to go nuts every ice type should have a water absorb type property as the water that freezes around them "rebuilds" them

neutral to rock
nerf rocks to do 5% to all resists, 10% to all neutral and 15% on SE, even articunu.
Fixed.
Maybe recover 1/16 in hail even without ice body aswell.

What are you smoking? Grass is more than fine as a type. Bug, rock and ice would all need buff before even thinking about grass. And Ice need it the most, it's probably the worst type in the game, I mean the only OU ice pokémon is the only cover legendary not in uber and the majority of ice pokemon are in PU.
