Nah the gun is too on the nose in the beta design, the current remoraid conveys the gun theme better while still looking like a somewhat functional fish. I vastly prefer beta Octillery though.

The third Eeveelution was beta Leafeon, but I can't see it in OP, so assuming that you're looking at the one before Espeon, that's a baby form of Ponyta.

What might have happened was the Piloswine line was added alongside the furbear line since they had a huge chunk of the map as a snowy area, but when they cut the map down to just Kansai they ended up with just Ice Path had to do away with one of the lines. Presumably Gamefreak voted on which line to keep and Piloswine won.

I'd say more bulk. It evolved while holding a Metal Coat, so they likely made Metal Powder when they scrapped the evolution.
