It's not broken. Avalugg (an untieres pokemon) completely counters it. It just fits in too many teams and has too many utility to nit be used on most teams.

Pokemon has a shut metagame. Lando is a symptom, not an issue. There are much worse things than Lando (i.e. Kartana, Ash-Greninja)

Historically, it used to be. When people found out how good Reflect was on Chansey and Snorlax, things have evened out quite a bit. Also, when facing Tauros, you know that it will have Body Slam, Hyper Beam, Earthquake and Blizzard. With Snorlax and Chansey, you just don't know.

Landorus didn't check either of those two. I think the only thing Landorus could feasibly check that was banned was Mega Metagross and even then that thing could just boost up and punch it in the face. Naganadel and Pheromosa just obliterated it regardless. So no, it didn't check them.

If high usage means not broken the why does lando have higher usage than even a mythical, a pseudo mega, and himself but green? Im pretty sure garchomp had the highest usage before it got banned, the same with greninja, salamence and Blaziken
The only reason i can think of for not banning lando-t is cuz ice shard one shots it but most ice types that used ice shard effectively dropped harder than a mother dropping their baby on their heads. I guess the same logic should apply to T-tar who had a massive usage spree too but then again, good fightings are more abundant than ice types plus the aforementioned mythical lando surpasses in usage

Broken means that something has no counters.
Landorus has plenty of counters. But also fills plenty of roles. People use Landorus often, but it is because it can fit into many niches. Most teams use it as a pivot, but it is also a decent Wallbreaker and Lead. There are other Pokemon that can fit some of those roles just fine and even better than Landorus. But Landorus sees more play overall because it can do more stuff. And because its weaknesses are easier to accomodate with some other OU mons.

Other than Greninja, those were banned because they were very hard to beat when doing one thing. Things like Gen 4 Garchomp pretty much came down to praying it had the wrong coverage move because you were fucked otherwise. There are several mons that have stronger Wall-breaking Z-moves than Landorus, forcing a Switch and then using U-turn is nothing special, and while not many can Intimidate, set hazards and Explode like Landorus in a vacuum, that is not a play that is hard to counter.

What makes Landorus so commonly used is that it can do all these things in several different builds.

Current usage stats are misleading for Gen 4. TTar in is only an end game domination thing and it was only just "really good" throughout the gen when people were playing it. It only rose to its crazy usage stat once everyone had moved on from the game to gen 5+.

Garchomp, Lati@s, Salamence were top for the period they were allowed which was surprisingly long and then Scizor (post Platinum)/Heatran once everything else was banned (and even for a long while during the dragon era). I'd say Heatran/Scizor are far more representative of Gen 4 during the period people actually played the game.

Gen 5 is still Ttar era and Lando T isn't is even very good in Gen 6. Gen 7 is the only gen that can truly be considered Lando era.

I played all the time in gen 4 and completely agree that Scizor and Heatran defined the gen. Ttar was always top 10 and a really diverse and effect Pokemon, but what changed since then to make it the top dog?

The metagame shifted to handle Scizor a lot more, also while Heatran is still top 3 Pokemon, Jirachi is overall more unpredictable and punishing, not to mention it can always bullshit itself out of unwinnable situations if it's lucky enough.

To be fair one of the signs a species is overpowered is that players use it a bit too much. It should be tested, even if the result is just a "nah, it's fine".

Most of the things that got banned weren't topping usage by a large margin, the only exception was Aegislash.
