Legendaries =/= Mythicals
Two completely different scenarios
Legendaries - Important to the lore of a region and the game's story in which it takes place. Are viewed as deities or incarnates of destruction in the games they appear in. Majority of citizens in a region know what Legendary Pokemon are. Can be caught in the game without an external event. (Deoxys being an exception; however, the meteor from ORAS was technically an exceptional and external event that would never happen again.)
Mythicals - Their roles in the mythology of a given region or the games in which they appear in are minimal at best. Are viewed as beings whose existence and role in the games are questioned. Majority of citizens in the region are not even aware that they exist in the first place. Requires an external event to acquire said Pokemon. (Deoxys is an exception, but the giant meteor in ORAS was a one-time only event that would never happen again.)
For instance, the Swords of Justice - Cobalion, Terrakion, and Virizion - are known throughout the region as being legendary Pokemon that have saved Pokemon victimized by humans in the past and led them to safety in a forest. However, only a select few are aware of Keldeo's role in that very same story - that being an orphaned Pokemon that was saved by the Swords of Justice and eventually was taught by them in order to survive. Keldeo can't be acquired without an event, but the other 3 can.
