The Dex culling happened because having every single Pokemon in the game restricts design and in GameFreak's shoes, doesn't allow for a more holistic experience. Take Glaceon and Leafeon for example. You need to shoehorn two types of rocks into the region just for those mons alone.

That's the developer equivalent of giving up. GameFreak isn't too keen on doing that. It breaks the consistency of the series. They never retcon evolution process, as that cuts into what makes that Pokemon special. Shedinja would be a lot less cool if u could just hand your Nincada an item to make it evolve into Shedinja, for example.
