Very. No one knows how to edit scripts in any of the 3DS games, this is why all the hacks for them are just things like different teams for trainers or different stats for pokemon.

It might be possible someday but not for a long, long time.

It would probably be unironically easier to make a romhack of Z in gen 3, including the Fairy type, Phys/Spec split, Mega Evolution, all the Pokemon, Zygarde-Complete, AND Hoopa Wormholes, all on a Kalos map.

It would take some skills in 3d modeling which would be harder to do than sprites but maybe a small team could do it

I'm pretty sure there aren't tools for the 3DS games to enable any modding more complex than modifying like, wild pokemon, trainer teams, etc.
Importing entire systems in or adding new areas would be a shitton of work with no premade tools so you'd have to do it yourself from scratch.
