Here's what I think will happen
Sword and Shield will release with around 400/500 Pokemon. Due to a mixture of incompetence and time constraints, GF legitimately could not have all the Pokemon in the game.
Next year, once DP remakes are released, they will include the remaining mons. The year after that, once Sword and Shield 2.0 are released, the game will include the full national dex, plus maybe some new Pokémon like USUM. If the third version has the natdex, GF won't get accused of releasing a lazy rehash.

I think once Gen 9 rolls around, it will once again cull the dex to a smaller number, even though Shsw2 already had the natdex available and all the assets adapted to the Switch. That's likely what they mean. Every time a new Gen comes out, the dex gets cut but by the last game of the gen, you'll be able to have all Pokémon in the latest game.
