It's pretty much one of those Pokemons where inspirations are multiple. Obstagoon has the theme of traffic obstruction, plus, they reference glam rock and using Kiss as inspiration for that also works great since the original Zigzagoon line already had patterns on their body that could easily be turned into markings Kiss members had on their facepaint. The tongue hanging out also helps sell their concept of a wild and violent variation of Zigzagoon. Plus the english badger.
There's alot being referenced at the same time, so even though Kiss isn't an english band, they still add to making the thematic clear to a wider audience while staying british flavored.
