Sugimori is not busy with Masters. We already have the game's credits roll, he is only listed as "guy that had the idea for the game's very concept", but did not work on any of it himself. Even the OC trainers in that game are done by new people and now GF artists.

^Adding on to my post, I'm an artist and it bothers me that Hop is putting his hands in his pockets, we see in the promos that Hop has Hau mannerisms and is quite expressive and open but his art is reserved.
