Because they're talking about the mainline games developed by game freak, and the previous games were not developed by game freak.

The 3D spinoffs were spinoffs and they ranged from weird (Hey You Pikachu) to decent to good. The 3D mainline games replaced the sprite based mainline games and dropped in quality because Game Freak did not and still does not know how to properly make a game in 3D.

the 3D jump in Stadium, Colosseum, XD and BR were quite well executed, but they weren't developed by GameFreak, i don't know who was in charge of the models and animation in those non-GameFreak games, but its quite odd they went for lower quality animations for the mainline games, and that's a bad thing

But the models were made by Creatures Inc, Who have made every Pokemon model in every 3D Pokemon game. They even made the Pokemon models for Smash Bros.
