This is simple: cross out pokemon that can't be the most forgettable until only one remains.
You need to provide an actual reason for crossing them out.
For example, crossing Togepi out because "it's cute and I like it" isn't a proper reason, but crossing it out because it was heavily featured in the anime is.
There is an initial list that most of us can agree on (Pikachu, Charizard, Mewtwo, Lugia etc.) so I suppose about 80% of the dex can immediatly be removed.
But let's do this the proper way.
