The dex says its due to living in an environment with iron and needing to dig through tough volcanic rock. The hair itself is metallic and provides protection, which goes with A-Dugtrio attempt to patch up Dugtrio’s frailty with added Defense, resistances, and an ability that incentivizes getting hit.
After a Kanto-only game like LGPE, I wouldn’t be surprised if GF was trying to look for ways to add Steel types to the Kanto dex.
