It's also worth noting that location plays a role in what allies are available via SOS. Bagon in Route 3 can call Salamence but will never call Shelgon; Bagon in Kala'e Bay can call Shelgon but never Salamence. Another example is Dratini, which can call Dragonair in several places on Poni Island but can only call Dragonite in Poni Gauntlet. I just found out that USUM even added several evolved Pokémon that can be found as allies in SOS battles (including Salazzle, Lopunny, Mudsdale, Vikavolt, Toucannon and Volcarona) so Game Freak clearly put a lot of thought into this.
Also, as others have mentioned Bagon have a 1% encounter rate on Route 3, and once you actually find one it has a 1% chance of calling Salamence, so anytime a Pokémon calls an ally in an SOS battle on Route 3 you effectively have a 0.01% chance of finding Salamence. Virtually nobody will find it by accident, you will only find it if you spend literal hours looking for it. It's a reward for being that autistic. I actually did look for Salamence on Route 3 a few times and one of those times (that didn't end in total failure) my chain got so large that a Shiny Bagon showed up first.
