It's a bit different than Aether.
Sounds more like Oleana was a researcher developing Max tech that then got upped to being Rose's assistant cause he wanted to use it for some nefarious purpose.
She probably ends up helping to stop Rose cause she doesn't want the tech she made to be abused.

Not that I believed them in the first place, but they really can't pull the "Balancing reasons" for removing pokemon anymore.
So it's safe to assume that they would be a part of the dex then since they dex is already cut down to regional, no national, so they would have to be in the regional dex in order to be in the game.
