There's no switch-in that both reliably heals and Defogs, so you can pretty much always wear down your switch-ins eventually. Even in bad matchups you get Spikes, but if they don't have Chansey and you don't screw up and lose all your Toxapex checks you can generally get your transformation off at some point, at which point you have one of the best cleaners in the game.
